Yeah, I'm...really confused that from my (limited) experience, authors on AO3 tag anything that doesn't feature explicit sex as gen, and also in variations of "F/M + gen" or "M/M + gen".
I know, I know, "what is gen" is one of those always-on discussions, like "why slash". Which I don't get because "no focus on romance" isn't that hard a concept to grasp...? ?? shipfic + gen: mutually exclusive. And nope, you don't need to warn for background pairings, which I suppose the intention is.
