I think the simple reason why more fics are translated into German than into English is that the translators are generally German native speakers who don't feel competent enough to translate stories into English. And most English native speakers with good German don't really bother because there's enough goodfic in English anyway.
I don't know all that much about translation, really. I would have to put some serious work into that.
